Black Flag has the advantage of narrow focus, i.e. looking at events from the view of Edward Kenway and his journey, and being that Edward is an asshole (like Altair) for most of the game, the game does convey a sense of there being more to the Caribbean than Edward's own story. That's rare for an open world to do but Black Flag does it.
